According to the Ministry of Human Resources and Social Security of the People’s Republic of China, Wang Weitao, an instrument maintenance worker of Changyi Petrochemical, also the chief technician in Shandong, is among the 299 people honored in the appraisal of the 13th “national technical expert”.
“National technical expert” is the honorary title awarded by the state to outstanding technical workers and is also an important part of national technical talent appraisal and recognition system. To hold the appraisal activities is to cultivate a batch of highly skilled talents with good qualities, superior skills, and innovation spirit among all industries in the whole society and to encourage the recognized individuals to take the lead to carry forward the spirit of the craftsman and play the role of typical model on their post.
Over the years, Changyi Petrochemical has always given top priority to the cultivation of skilled talents for the enterprise’s sustainable development and talent strategy implementation. Now, we have established a highly skilled talent team who are excellent in craftsmanship, brave in innovation, and prepared for hard-working. Wang Weitao, now 49 years old, is an outstanding representative of the talent team. His innovations over his 30 years of practice due to his diligence and wisdom have solved a number of technical difficulties for the Company and bring him 7 national patents and more than 10 honorary titles of national, provincial, and municipal highly skilled talents. In 2014, he conducted technical upgrading to the Company’s 5000kt APS heating furnace, whose heating efficiency reached 95% by optimizing measuring instrument and control program, leading domestic counterparts. In 2015, he continued the heating efficiency upgrading to the 19 heating furnaces in the whole plant and increased the Company’s average heating efficiency from around 80% to 92%, which saves 30 million CNY per year when energy conservation is considered only. Also in 2015, he put forward the program of centralized measurement with weigh bridges for the first time in the Company. With the implementation of the project, the weighing time is shorter, and 9 relevant posts are reduced, so is the labor cost. The project is also the model and reference for surrounding brother enterprises.
In this April, Changyi Petrochemical integrated all resources to establish “Shandong Technical Workstation” dominated by Wang Weitao, which is the first in the Group and has cultivated a large number of highly skilled talents for the production line of the Company by passing on skills, instructing apprentices, and other measures. The workstation gives full play of the skill master in technical quality breakthrough, skills inheritance, equipment improvement, on-site troubleshooting, etc. and solves a number of difficulties of the Company in production technology, technological innovation, technological upgrading, process improvement, etc. Wang Weitao has been giving lectures on technologies every month in “Shandong Technical Workstation” to impart his knowledge and skills unreservedly to young workers, among whom 6 were awarded with the title of “Shandong Technical Expert”, 3 were awarded with the title of “Weifang Technician with Outstanding Contribution”, 30 were named as chemical general controller, laboratory analyzer, maintenance fitter, and other professional technicians, and 80 were named as senior technicians.

Our staff have obtained 15 prizes in various skills competitions, including the 3rd prize of awarded group in Shandong Vocational Skills Competition.
