The Zhenghe (Group) Co has conducted its second test on the steel structure of the outer pipeline gallery of its DCC facility, a year after the project was finished. A team did the renovation work on the exterior coat to address a paint problem in some parts of the structure and extend the life of the production facility and protect from corrosion. To do this, and extend the life of auxiliary facilities such as steel structures, platforms, guardrails, and ladders, the group increased supervision measures on construction and implemented a “mid-term acceptance test on construction quality” system as a way to guarantee implementation of facility treatments. The “mid-term acceptance test” refers to a rule whereby various departments jointly conduct a second acceptance test on project quality a year after the project gets its first acceptance. No payment will be made until the second test proves satisfactory. If bad results lead to large losses, color-changes, or pulverization of the finish coat, the work has to be redone. Teams that don’t redo the work according to requirements will have their financial settlements withheld.
This system has improved the quality of anti-corrosion projects on all devices and auxiliary facilities and provides a good foundation for safe production. Nie Renguo, the Equipment Department head, explained, “Some anticorrosion projects may not bring results in a short time, but time will tell, after exposure to the weather. This system has increased project contractors’ sense of responsibility so they will urge teams to exert strict controls over implementation quality.”
