The ChemChina Petrochemical's Procurement Reform Project had its official opening at the Shandong Huaxing Petrochemical Group Co, on Aug 29, with around 70 company leaders and project participants taking part.

The assistant to the general manager of the ChemChina Petrochemical , Liu Changchong, and an Accenture consulting advisor, Wang Lei, gave a brief introduction to the project and the work plan, after which, Liu Zishen, deputy CCO of ChemChina Petrochemical , explained the meaning of the procurement reforms for enterprise redevelopment and pointed out the opportunities and challenges. Liu also added his own requests for each employee.

In summing up, Gao Zhiwei, general manager of ChemChina Petrochemical, pointed to the significance of the procurement reforms, saying they are a key step toward better operational control.
Gao asked the employees to consider the necessity and significance of the reforms and to use the plans -- referring to three control strategies and specific action plans drafted by purchasing managers who learned about global practices from IBM instructors – as a template in the implementation process.

Gao also asked the managers to shoulder some of the responsibility, since this project is a key piece of work for ChemChina Petrochemical this year, and, while applying the reforms, look for any problems in a rational, all-inclusive way, to raise the management level and the work of the whole marketing team, and establish more feasible operational methods. He also emphasized the importance of communications and coordination.

Huaxing Petrocehmical and Zhenghe Petrochemical will provide a base for carrying out the reforms, which are expected to be completed this year. Dai Baizhang, the CCO of Huaxing Petrochemical, and Han Qili, vice-executive general manager of Zhenghe Petrochemical, said that two companies will offer support for the procurement reforms as well as cooperation, as representatives of the first enterprises to implement the project.
