Huaxing Petrochemical’s distillate witnessed an acceptability rate of 99.7 percent from January to April, thanks to its quality crude oil, ISO9001 quality management system, and strict process and product quality control. Goods supply has stabilized among upstream and downstream units as well as the tanks zone, and a total of 1.46 million tons of product were successfully delivered.
The company has strengthened process and quality management assessment. It asked technology, quality inspection and production departments to set up a quality control team to formulate a management responsibility system and clarify assessment rules and incentive measures. The team holds a weekly evaluation and monthly summary to check the production department’s work. It put the results in the department and individual performance management system, which not only standardizes the technical process but also enhances employee quality awareness.
The company strengthened quality control and statistical analysis. It made use of the ERP system to maintain and update the QM (quality management) module, and made quality test and inspection plans for different raw materials and products. It also adjusted the quality control specifications.
The quality inspection plan covered raw materials, intermediates, by-products and finished products, and would be revised every quarter to cater to raw material changes. The quality control team conducted comprehensive inspection of crude oil pre-treatment, DCC and coking units every week to ensure the boiling range, flashing point, sulfur content and purity of products were all up to standards. It also urged departments to address substandard operations and conducted follow-up monitoring and evaluation to ensure renovation was implemented.
The company also paid special attention to process innovation to solve problems affecting production stability and product quality. It managed to optimize the electro-desalting system and gasoline quality modifying unit’s heat exchange network, which effectively boosted gasoline and diesel oil quality control, product acceptability rate and production stability.
