Daqing Zhonglan has released 18 institutional regulations, including two newly-formulated and 16 revised ones.
The company followed ChemChina Petrochemical’s requirements and issued institutional management methods on Jan 8, 2014. The company’s information management department held a training session on the methods, and department heads and management personnel attended the session. The training covered the basic requirements of the new methods, relevant responsibilities, management content and methods, inspection and evaluation, formation of files and records, the standardization system template and related format specifications. The files and records formation training included general requirements, terms and conditions numbering, provision level code, and problems in tables and graphs layout. It also covered management system numbering rules and enterprise expanded code encoding rules.
The new system abides by a standard process in drafting, approval, release, execution, inspection, evaluation and review. Department heads and institutional and technical management personnel all participated in the drafting of the new system to determine its purpose, rules, range of application, and subjects. The draft was sent to all involved parties through the OA system one week before the approval meeting so they could fully understand detailed information and put forward scientific and reasonable suggestions. Management personnel at the information management department released the approved version of the new system on the OA system. The master copy of the new system and approval materials were handled by institutional management personnel. All departments will be responsible for the new system’s review and implementation based on the company’s institutional management methods and the company’s notice on carrying out special inspection of the new system implementation. They will conduct sustainable and dynamic optimization of the new system by solving existing problems, and the information management and the supervision departments will launch random checks on work by department as well as offer guidance. The institution management review committee will review all released institutions at the end of the year.
The new institution not only has clear content and a standard process and format, but is also very practical. More importantly, it has helped Daqing Zhonglan’s institutional system in line with ChemChina Petrochemical’s, marking a step forward in Daqing Zhonglan’s institutional construction.
