ChemChina Logistics’s Laichang pipeline has applied a heat transportation process design for highly coagulable and hyperviscous fuel oil. It was not allowed to stop operations for safety issues and therefore the double circuit power supply system was implemented. Two transformers, each with 2×10,000kVa of capacity, were on hot standby.
The Shandong Price Bureau and State Grid’s Shandong branch followed the National Development and Reform Commission’s requirements in June 2013 and released a two-part electricity policy for big industrial players. The policy went into effect in 2014 and incurred 560,000 yuan ($92,000) in monthly costs in pipeline operations, far from the previous 110,000 yuan.
Therefore, the transportation process was shifted to a room temperature model. ChemChina Logistics submitted an application to put the two transformations on cold standby in August and reduce each transformer’s capacity to 1×10000kVa, which would cut the monthly power bill to 280,000 yuan.
With efforts by the company’s leadership and professionals, the Laizhou power supply company approved the application, and a series of preparations were finished on Sept 9, 2014, when basic electricity costs were cut by 28,000 yuan. Approximately 3.36 million yuan in power costs can be expected to be saved every year in the future.
